it's kind of like a lollapalooza of politics. i will take president obama at face value. he is thanking hillary clinton. she's not just any secretary of state. she's high profile. but, yeah, there's probably some four-letter words being uttered from joe biden's residence last night. >> maybe so. let's talk about hillary clinton's tenure as secretary of state. steve craw from "60 minutes" pressed hillary clinton about her tenure, and she wasn't able to point out any huge, giant policy changes, l.z. >> no. but you know what, to be quite honest, i really can't think of any policy change that's come from a secretary of state in the last few. i don't think it's as high profile of a position to the american people as it is to those within this junket of politics and those who cover it. so it is difficult to really pinpoint one significant thing she has done or her predecessors. with that being said, though, i will give her credit for an amazing speech that she delivered equating the rights of lesbian, gay, transgender people with human rights. when she delivered that speech, it

that's because of the political reality. most of the country supports some kind of pathway to citizenship for illegal immigrants. you saw that president obama beat mitt romney by about 3 to 1 with hispanic voters. problem is that the divides the republican party only about a third of self-i'ded republic ee self-identified republicans support it. you have to get someone like marco rubio, putting himself on the front line, a senator with real conservative tea party credentials, putting himself on the front line and saying we need do this for the country, and we need to do this for the republican party. this is somebody now who has taken to conservative talk radio, talking about what needs to be done. the key here, john, is enforcement. because the path to citizenship in the senate version of the bill is going to be contingent on enforcement. and my big question is, how do you judge -- how do you judge whether the borders are secure. that's going to be a very big question, so as the senators try and map this out. but i have to

that's where ali sat down with eric kantor to discuss washington's next big political battle budget. >> when you look at the options out there, president obama's budget proposal and paul ryan's offer, they both don't do what guys say need to be done. now you have a proposal that said you will balance the budget in years. i asked paul ryan this and i can't get an answer. how? it's going to hurt. >> there new base lines in the budget. as we know, some of the difficulty and the differences in washington were centered around the method of accounting whether it's static or dynamic. when you raise taxes, that $650 billion of additional tacks that went in because of the cliff deal, that adjusts the base line. that is going to make the numbers look differently. right? we will have to make choices. no question about it. we have committed to putting a budget out there that will bring it to balance within years. >> the fact is nobody seems to want to own up to a budget that will hurt. >> the ryan budget, the last didn't balance in almost 30 years. the way we were trying to move said look. like

sometimes in politics, the best way to do that is to run against the federal government. that's the honest truth. >> john avlon, margaret hoover, thank you very much. >> thanks, victor. >>> president obama may be facing a high stakes supreme court battle because a federal appeals court unanimously ruled today that president obama's recess appointments to a federal agency are unconstitutional. the president named three people to the national labor relations board during congress' winter holiday break a year ago. they were former deputy labor secretary sharon block, attorney richard griffin, and attorney terrence flynn. now, today, a three-judge federal panel said those appointments are invalid because the senate was only in recess and technically still in session. let's bring in legal analyst jeffrey toobin. jeffrey, there are so many questions here. first, let's start with what is the next move? >> well, he will either ask the full appeals court to hear it, or go directly to the supreme court. you know, this is a very technical legal issue. but when you cut through the go
